Ruth DoranzoRuth Doranzo, Co-founder & CEO

Ruth is Co-Founder and CEO of Level4 Bio, responsible for the overall strategic direction of the business as well as finance, operations and market expansion. Ruth brings guidance and leadership to critical product development initiatives, new markets, legal and regulatory affairs, as well as P&L responsibility. She is an integral team member offering business acumen while optimizing communication of the company mission and vision. Ruth is responsible for maximizing profitability and growing value to clients, partners and stakeholders while leading overall go-to-market vision, insuring optimal positioning, branding, distribution and customer satisfaction within the core solution offerings.

Ruth brings more than four decades of experience in executive management, management information systems, human resources, marketing, finance and operations. Prior to Level4 Bio, Ruth was Vice President and General Manager at The Advertising Checking Bureau (ACB), a firm specializing in the administration of cooperative advertising programs for advertisers, providing proof of placement to national advertisers in the print media, and providing research reports of products advertised in newspaper inserts.

At ACB Ruth was responsible for go-to-market strategy and overall performance of all departments in addition to driving new business growth, strategic alliances and strategic account management. In Ruth’s early career prior to ACB, Ruth was Assistant Controller at E. W. Bliss Company, a stamping press manufacturing firm specializing in presses and press repair parts primarily for the automotive and appliance industries.

Ruth is dedicated to Level4 Bio’s mission of protecting people from the threat and devastating effects of harmful pathogens, and has experienced both personal tragedy and triumph with regards to the fight against infectious diseases.


 

Jeffrey HalmekangasJeffrey Halmekangas, VP of Business Development

Jeff is VP of Business Development at Level4 Bio, responsible for business development, strategic partnerships, distribution, delivery, day-to-day operations and customer service. Jeff is a three-time entrepreneur and brings a diverse background across a range of relevant disciplines as well as business acumen and strong leadership skills to the role.

Jeff has more than two decades of experience in healthcare and pharmaceutical sales and sales management, is a certified emergency medical technician, and is a certified crime scene technician. Jeff is OSHA and HAZMAT trained with Maricopa County in isolation and sanitizing techniques to address surface, blood-borne and airborne pathogen containment and elimination, and is also FEMA certified in natural disasters, biohazard emergencies and terrorist events.

Prior to Level4 Bio, Jeff was a detention ID technician for Maricopa Country in its 4th Avenue jail facility, during which time he became certified in crime scene processing and investigation. In his sales and sales management roles in the pharmaceutical and medical device industries, including women’s health, cancer screening and pressure therapy/wound care organizations, Jeff was trained in product safety, hospital OR/ER sterilization and disinfecting procedures, as well as viral/bacterial contamination and elimination techniques for wound care in hospitals and long- and short-term healthcare facilities. At each firm, he successfully grew territories and major accounts, and increased product penetration and marketshare with relationship-building and managed care growth strategies to consistently meet and exceed quota and revenue targets.

Jeff has honed his leadership and management skills as well as his infectious disease control knowledge through extensive experience across key industries where disease control is mission critical. He is also currently the President of a 501(c)(3) corporation for local law enforcement under the Maricopa County Sheriff’s Organization (MCSO), in which he manages a team of law enforcement personnel, fundraising and administration of the non-profit business. His experience in these areas combined with his business acumen and entrepreneurial background gives him a unique ability to help clients solve the challenges around pathogen control across a variety of environments and industries. After the tragic loss of his mother in 2011 due to a hospital acquired infection that significantly accelerated her diabetes, and several infectious disease incidents with family members, Jeff developed an immediate and deep passion for protecting people and the livelihood of businesses from the devastating effects of infectious diseases, many of which are completely preventable.


 

Strategic Advisors


 

Robert DeCampoRobert De Campo, Strategic Industry Advisor

Mr. De Campo is a strategic industry advisor, offering the Level4 Bio team expertise and insight into the food, travel, hospitality and public transportation industries. Mr. De Campo has more than four decades of experience in corporate investigation and law enforcement focused on security, corporate liability, employee fraud and risk management. He began his career as a licensed investigator, serving major clients in the food industry including Kentucky Fried Chicken Corporation, where he helped to investigate corporate liability cases due to fraud and corporate negligence. Mr. De Campo also served as an undercover investigator for the State Transit Police where he investigated crimes and accidents on the state-operated railway system.

Building on his investigative career across multiple industries, Mr. De Campo launched a private investigation firm that grew to fifteen investigators who provided surveillance and accident investigation reports for major clients such as law firms, insurance companies and the government-run Motor Accident Board. In the mid-1990’s, he joined a major U.S. airline where today he continues to provide ongoing assessment of liability for both the airline and customers, including weekly assessments and reporting. Mr. De Campo was successful in identifying and preventing a group of confirmed terrorists that were part of the 9/11 plot from boarding a U.S.-bound flight due to his extensive investigative background. Mr. De Campo has a global view of the food, travel, hospitality and public transportation industries, and is passionate about protecting people from all types of threats, including the threats of harmful infectious diseases—especially those that are transmitted from country to country in today’s globalized world.


 

Frederick C. HornFrederick C. Horn, General Counsel, Legal Advisor

Mr. Horn counsels the Level4 Bio team in all legal matters including intellectual property, contracts and legal filings. Mr. Horn graduated from Muhlenberg College in Allentown, Pennsylvania and earned his law degree from Temple University in Philadelphia in 1971. He practiced law primarily in Pennsylvania until he retired as an Equity Partner in the Blue Bell office of Fox Rothschild LLP in 2008. Prior to that he was an equity owner of Pearlstine, Salkin Associates PC where he chaired the litigation department. He is admitted to practice in the state and federal courts of Arizona and Pennsylvania. He is also admitted to practice in the Supreme Court of the United States of America.

Mr. Horn brings expertise in all areas of general practice including corporate representation, preparation of contracts, review and negotiation of intellectual property contracts, construction, and general litigation and estate matters. He is a member of the Arizona Bar Association.
